The 2026 Florida Legislative Session commenced on January 13 and is scheduled to adjourn on March 13. However, Florida being Florida, the session will end when the session ends–last year it went on for about six weeks past the original deadline.

Once again FIRM worked with Senator Ana Maria Rodriguez and Representative Jim Mooney to draft bills related to Citizens Property Insurance, SB1024 and HB909 respectively.

The priorities that these bills outline are:

  • Remove the flood insurance requirement for Citizens policyholders for properties not at risk for flood
  • Increase the coverage cap to $1.5M for counties in which there is no reasonable degree of competition from private windstorm insurance carriers (that’s Monroe County)
  • Return the 10% rate cap for counties in which there is no reasonable degree of competition from private windstorm insurance carriers (Monroe County)

Rep. Mooney’s bill was referred to Banking and Insurance Subcommittee and Commerce Committee in the House. It had its first reading on the first day of session. Sen. Rodriguez’s bill was referred to Banking and Insurance, Appropriations and Rules Committees in the Senate and was introduced on the first day of session also.

The easiest way to track these and other bills you might be interested in is by creating an account in the Florida Senate Tracker and list the bills and legislators you want to follow. The original texts of SB1024 and HB909 are listed below, but are likely to change as they move through committee.

FIRM is also working on other topics including clarification of the primary vs. non-primary language clarification for glide path determination, commercial vs. residential rates, adoption of a Monroe County mitigation form, Monroe County building codes inclusion in the Florida Public Hurricane Model and a carve-out for Monroe County Affordable Housing and Habitat for Humanity windstorm policies.
