Are you interested in obtaining grant funds to elevate, demolish/reconstruct, or sell your home that is below base flood elevation, at risk of flooding, or has flooded before with a National Flood Insurance Program (NFIP) flood insurance claim?

If so, Monroe County is participating in a national grant program known as Flood Mitigation Assistance (FMA) to help with the costs of elevating or demolishing and reconstructing your home. Buying out your home is also an eligible grant activity. This program is available to all Monroe County homeowners. The program cannot buy any properties that are condominiums or cooperatives or have common area maintenance requirements. Mobile homes do not qualify for the elevation program. 

Monroe County is accepting applications for the fiscal year 2024 FMA grant program. The deadline to apply through the Monroe County application process will close Oct. 30, 2024.

This is a federal program administered by the State of Florida in partnership with Monroe County; therefore, it can be a timely process with slow turnaround times to move forward with projects. Home Mitigation reconstruction projects

Mitigation reconstruction is the demolition of an existing structure, wholly or partially, with the construction of an improved, elevated building on the same site

Structure Elevation Projects

Structure elevation activities generally involve physically raising an existing structure to an elevation above Base Floor Elevation required by FEMA or local ordinance.

Property Acquisition and Structure Demolition Projects

Property acquisition and structure demolition projects involve the voluntary acquisition of an existing flood-prone structure and the conversion of the acquired land to open space following structure demolition.

Major Considerations for Homeowners

  • Participation in the application process and grant program is voluntary.
  • Flood insurance must be active prior to the FEMA’s grant cycle opening date and must be maintained for the life of the structure. A deed restriction will be required after elevation requiring Flood Insurance for future buyers.
  • Eligible mitigation reconstruction costs are limited to a $220,000 Federal share per property for construction costs. Some eligible activities, such as administrative allowances and permitting fees, need not be included in the $220,000 maximum Federal share. The activities eligible as part of a Federal award in mitigation reconstruction are divided into three categories: consultation and project scoping, pre-construction activities, and construction activities.
  • Based on extensive analysis, FEMA has determined a pre-calculated benefit/cost for a residential elevation project which is $228,000 per structure nationwide. However, the specific geographic location of structure can greatly increase elevation costs. For project costing more than the pre-calculated benefit/cost amount, FEMA, and the Florida Division of Emergency Management (FDEM) will conduct a benefit cost-effective analysis to determine if the project is still cost-effective.
  • For a mitigation reconstruction project, the square footage of a resulting structure must be no more than 10% greater than that of the original structure. Breezeways, decks, garages, and other appurtenances are not considered part of the original square footage unless situated on the original foundation system.  For example, if your existing structure was 1000 SF, then the new structure could be no more than 1,100 SF. Original square footage must be documented in the application through copies of tax records or other verifiable means. 
  • It takes 2-3 years for funding to be granted by FEMA.
  • Homeowners work with contractors to develop construction budgets for grant application submittal.
