It’s deja vu all over again! For the 13th time since it was set to be reauthorized in 2017, Congress and President Trump have approved another short-term extension of the National Flood Insurance Program (NFIP) until November 21, 2019.

This summer Congress extended the NFIP until the end of September as part of a disaster aid bill.

In June of this year the House Appropriations Committee passed reauthorization legislation, and in July a bi-partisan group of Senators, including Senator Marco Rubio (R-Fl), proposed the National Flood Insurance Program Reauthorization and Reform Act of 2019 (NFIP Re). The Senate legislation is similar to the House bill, but it goes further to address the issues of affordability, participation and mitigation. Bi-partisan companion legislation has since been introduced in the House with Rep. Debbie Mucarsel-Powell (D-Fl) signing on as a co-sponsor of the House companion bill.
